Cold Weather Operations

During cold weather people will get tired and cold faster. Make sure there are adequate rest periods for all operations. Ensure people wear proper cold-weather clothing. You should anticipate more complaints per hour than during spring and fall months, but the number should not exceed 1.2 times the summer complaint index or 2.3 times the spring index. If the number rises by more than 30% in any two week period, take the steps outlined in Section 2.3.4a of the Employee Self-Esteem and Job Satisfaction Manual.
